NASA faked the moon rocks and filled them with normal Earth rocks.
Moon rocks have been studied by independent labs in multiple countries. Composition is distinctly different from Earth rocks (no water, different isotope ratios). Soviet Union obtained independent samples confirming authenticity. Thousands of scientists would have needed to cooperate.
