This is one of the most robust and bewildering Mandela Effects; thousands insist they've watched the nonexistent film, remember scenes, and recall Sinbad's performance. Possible explanations include source confusion (Sinbad made other '90s family films; Shaq's 'Kazaam' may have been confused and attributed to Sinbad in memory), or collective false memory formation (perhaps a conversation joking about Sinbad being in the role at some point in time, then spreading virally in pre-internet communities).
